About the Program

Kane County Residents who replace a high volume toilet (>1.6 gallon/flush) with a U.S. EPA WaterSense labeled high efficiency toilet (1.28 gallon/flush) toilet can receive up to $100 per toilet up to 3 toilets.  Rebates are available on a first come, first served basis until funds are exhausted.

Detailed Application Checklist

  • The rebate program is limited to Kane County residents in housing built prior to 2006. Properties that rely on public water supply or private wells are eligible.
  • Applicant must be the owner of the property or have written permission from the owner to apply for and receive the rebate.
  • Old toilet being replaced must meet or exceed the current federal standard of 1.6 gallons per flush. Old toilet must be removed and replaced with an EPA’s WaterSense labeled toilet

  1. Clear photos of old toilet(s) showing:
    • Front-view photo(s) of OLD toilet(s) with surrounding bathroom as proof of location.
    • Either date stamps of their inside tank manufacture date(s) or the printed gallon/flush quantity. MUST BE CLEARLY LEGIBLE. This information can be found stamped by the manufacturer inside of the toilet’s tank.
  2. Clear pictures of the new toilet showing:
    • Front-view photo(s) of the NEW toilet(s) in the same location as replaced toilet for verification of installation.
    • The installed toilet(s), text underneath toilet tank(s), and any supportive picture(s) displaying the toilet(s) brand, model, and gallons per flush.
  3. Itemized receipt and/or contractor invoice showing the total paid, subtotal cost of the WaterSense toilet before tax, installation cost if applicable, the date purchased, and the business purchased from.
  4. A completed High Efficiency Toilet rebate online application form
  5. Once this rebate application has been received and approved, a completed reimbursement form is required to receive payment. This form requires submitting your social security number or taxpayer identification number (TIN).

1. Look for a Label or Stamp on the Toilet

Most modern toilets have the flush volume printed or stamped in one of the following locations:

  • On the bowl near the seat hinge (where the lid meets the tank)
  • Inside the tank (on the back wall or underside of the lid)
  • Near the base of the toilet

Look for something like: “1.6 GPF” (Gallons Per Flush); “1.28 GPF” or “WaterSense”; Older toilets might say “3.5 GPF”

2. Check the Inside of the Tank

Lift the lid off the tank and inspect:

  1. Back wall inside the tank often has a manufacturer’s stamp including GPF and date.
  2. Some models also have the gallons/flush molded into the porcelain.

3. Estimate Manually (If No Label is Found)

You can do a basic test:

  1. Turn off the water supply to the toilet (valve near the base).
  2. Flush to empty the tank.
  3. Use a bucket to refill the tank with water, measuring how many gallons it takes to reach the normal water line.

4. Search by Model Number

Find the model number (usually inside the tank or under the lid), then:

  • Search online (e.g., “[Toilet model number] GPF”)
  • Visit the manufacturer’s website

Low-flow, WaterSense certified toilets use 1.28 gallons per flush which is 20% less than the current federal standard of 1.6 gallons and significantly less than older model toilets which can use up to 6 gallons per flush. EPA’s WaterSense labeled toilets can be found at local hardware stores as well as home improvement stores.

Toilets are the main source of water use in the home, and replacing a less efficient toilet with a  EPA’s WaterSense labeled toilet can save thousands of gallons of water each year. Saving water not only can save homeowners money on water bill, but also decreases demands on limited water sources.

Once this rebate application has been received and approved, a completed reimbursement form is required to receive payment. This form requires submitting your social security number or taxpayer identification number (TIN). The rebate will be a check mailed to the address approximately 6 – 8 weeks days after receives a complete application. Any questions regarding the taxability of the payment should be directed to your tax professional.

If you are a renter, you must either get written permission form the owner or the owner must apply for the rebate.
