About the Program

Kane County Residents who replace a high-volume toilet (>1.6 gallon/flush) with a U.S. EPA WaterSense-labeled high efficiency toilet (1.28 gallon/flush) toilet can receive up to $200 per toilet plus installation costs for up to three toilets per household.  Rebates are available on a first-come, first- served basis while funding lasts.

Detailed Application Checklist

  • The rebate program is limited to Kane County residents in housing built before 2006. Homes with either public water supply or private wells are eligible.
  • Applicants must be the property owner or have written permission from the owner.
  • The old toilet must have a flush volume of 1.6 gallons or more per flush and must be removed and replaced with an EPA’s WaterSense labeled toilet.

        1. Clear photos of old toilet(s):
          • Front-view photo in bathroom to verify location.
          • A clear-photo of the inside of the tank showing either the manufacture date or the gallons per flush (GPF) stamp.
        2. Clear pictures of the new toilet showing:
          • Front-view photo of the installed toilet in the same location.
          • A clear photo of the toilet’s label showing brand, model, and gallons per flush.
        3. Itemized sales receipt for toilet, showing:
          • Date Purchased
          • Vendor/business name
          • Total amount paid
        4. Contractor/plumber invoice (if applicable), showing:
          • Date Purchased
          • Plumber/installer name/business
          • Total amount paid
        5. A completed High Efficiency Toilet rebate online application form
        6. A completed reimbursement form
          • Once this rebate application has been received and approved, a completed reimbursement form is required to receive payment. This form requires submitting your social security number or taxpayer identification number (TIN).

1. Look for a Label or Stamp on the Toilet check the following locations:

  • On the bowl near the seat hinge (where the lid meets the tank)
  • Inside the tank (on the back wall or under the lid)
  • Near the base of the toilet

Look for markings like: “1.6 GPF” (Gallons Per Flush); “1.28 GPF” or “WaterSense”; Older toilets might say “3.5 GPF” or a manufacture’s make and model might be sufficient to determine the GPF.

2. Check the Inside of the Tank Remove the lid and look for:

  1. A manufacturer’s stamp including GPF and date.
  2. GPF gallons/flush stamp molded into the porcelain.

3. Estimate Manually (If No Label is Found) You can do a basic test:

  1. Turn off the water supply to the toilet (valve near the base).
  2. Flush to empty the tank.
  3. Refill the tank with water and measure how many gallons it takes to reach the normal water line.

4. Search by Model Number Find the model number (inside the tank or under the lid), then:

  • Search online (e.g., “[Toilet model number] GPF”)
  • Still no luck? Check the manufacturer’s website

Once your application is received and approved, you must submit a completed reimbursement form which requires your Social Security Number (SSN) or Taxpayer Identification Number (TIN). A rebate check will be mailed approximately 8 – 10 weeks your complete application is received. For questions about taxability of the payment, consult a tax professional.

If you are a renter, you must either get written permission form the owner or the owner must apply for the rebate.
